제22회 글로벌 청소년 외교포럼 공지

 

 

2019년 4월, Hugh O'Brian Youth Leadership Foundation (HOBY 재단)은 UN Global Compact 회원이 된 이후 HOBY재단은 UN Global Compact의 핵심가치인 인권, 노동, 환경, 반부패 분야의 10대 원칙을 지지함은 물론, HOBY의 리더십 교육 프로그램을 통해 UN Substantiality Goals을 청소년들에게 소개교육하고 Leadership for Service program 및 봉사 프로젝트에 반영하여 운영하고 있습니다. 2009년 한국에서 청소년 대상 외교포럼을 한국 최초로 선보인 이후 매년 국제.외교분야의 주요 이슈를 청소년들이 직접 고민하고 토론을 통해 서로 배우고 성장하는 기회의 장을 마련해왔습니다.

호비한국본부에서는 최근 몇 년 동안 UN Global Compact의 핵심가치와 Substantiality Goals을 지지하고 관련 의제를 지속적으로 다루어 왔습니다. 이 중에서도 환경 영역 5가지 항목(Area 1 환경 : #6, #7, #13, #14, #15)의 중요성을 느끼고 지난 18회 외교포럼부터 관련 이슈를 다루기 시작했습니다.

UN 정기총회에서 194개 회원국가는 2030년까지 UN의 새로운 개발의제로 ‘사람, 지구, 번영, 평화 및 파트너십’ 등 5개 주제를 중심으로 구성한 17개 지속가능발전목표(the 2030 Agenda for Sustainable Development: Sustainable Development Goals, SDGs)를 채택했으며 이번 제 22회 외교포럼에서는 UN Substantiality Goals의 환경 영역 5가지 항목 (Area 1 환경 : #6, #7, #13, #14, #15) 중 Goal 14: Conserve and sustainably use the oceans, seas and marine과 관련한 주제를 다루고자 합니다.

 

지구의 해양은 빗물, 식수, 날씨, 기후,  음식, 그리고 생존에 필수인 대기중 산소까지 제공할 뿐만 아니라 역사적으로 국가간 교역과 수송에 필수적인 통로입니다. 이렇듯 중요한 글로벌 자원이 오염으로 인해 생태계가 위협받을 뿐만 아니라 인류의 생존과 직결된 기후변화에도 심각한 영향을 미칠 위기에 처해 있습니다.

해양 및 바다 자원을 보존하고 지속적으로 사용하기 위해서는 범국가적 노력과 협력이 필수인 시대에 맞춰 해양환경외교의 중요성을 인식하고 과제 및 대응에 대해 다 함께 논의해보는 기회가 되길 바랍니다.

[ENGLISH VERSION]

 

After joining UN Global Compact in April 2019, Hugh O'Brian Youth Leadership Foundation (HOBY Foundation) has been supporting the ten principles of the UN Global Compact with respect to human rights, labor, environment, and anti-corruption. With this commitment, HOBY has introduced and taught UN SDGs to youth through its leadership programs and run volunteer programs such as ‘Leadership for Service Program’ in compliance with the principles. In 2009, HOBY Korea first launched the Diplomatic International Forum of Seoul (DIFOS) in Korea, and it has been held annually, providing youth with a forum where they can debate about major international issues and learn from each other.   

HOBY Korea has been continuously address the agendas related to the principles of UN Global Compact and SDGs. Since the 18^th forum, the environmental issues have been discussed as the importance of the five goals regarding environment (Area 1 Environment: #6, #7, #13, #14, #15) especially stood out.

UN SDGs were adopted by 194 UN member states to end poverty by 2030, with 17 global goals and 5 main themes (people, planet, prosperity, peace, and partnership) at its core. This year’s the 22^nd DIFOS will address ’Goal 14: Conserve and sustainably use the oceans, seas and marine’, one of five environmental UN SDGs (Area 1 Environment: #6, #7, #13, #14, #15). 

The ocean drives global systems that make the Earth habitable for humankind. Our rainwater, drinking water, weather, climate, coastlines, much of our food, and even the oxygen in the air we breathe, are all ultimately provided and regulated by the sea. It has also worked as pathways of international trade and transport. However, at the current time, there is a continuous deterioration of coastal waters owing to pollution, and ocean acidification is having an adversarial effect on the climate change as well.

The 22^nd DIFOS will be an opportunity to discuss about the importance of marine environmental diplomacy and tasks and responses together in an era where international efforts and cooperation are essential to preserve the marine environment.
